A Regulatory Time-Out

I love Sen. Susan Collins new bill that would that would impose a "regulatory time-out." The “time out” would be a year-long moratorium on “significant” rules, typically defined as those expected to cost $100 million annually. There are a lot of good regulatory reform proposals percolating in Congress.

You don't have to like all aspects of each one to appreciate the fact that there is a growing consensus -- even President Obama seems to want to be part of it, at least in theory -- that Congress should act to halt the  over-regulation that now is putting a damper on jobs and investment.
